With reference to my letter of October 10th last

I am directed by the Marquess of Lansdowne to transmit

to you, to be laid before the Secretary of State for

the Colonies, a copy of a telegram which has been

received from His Majesty's Minister at Peking on the

subject of the murder in Hong-Kong of the Chinese reformer

Yeung Kui Wan.

Lord Lansdowne proposes, if Mr. Secretary Lyttelton concurs, to approve Sir E. Satow's suggestion that

the Officer administering the Government of Hong-Kong

and the Acting Consul General at Canton shall decide

whether the prosecution of the three persons accused

of a share in the crime should be proceeded with.
